Regulation (EC) No 1223/2009 is a comprehensive legislation governing cosmetic products in the European Union. It sets stringent safety and labeling requirements for cosmetics, ensuring consumer protection. The regulation prohibits the testing of cosmetic products and ingredients on animals within the EU and also restricts the sale of products that have been tested on animals outside the EU.
